I thought your rates changed according to different factors such as connection speed etc, is this not true ?
Some people say you should adjust your rates accordingly to eliminate choke/loss to get a good connection.
What's acceptable and what isn't ? we need some clarity here.

oh joys...
everyone, yes EVERYONE should be using different rates, because everyone has a different connection. You should use the netgraph tool to see if you get loss or choke.
if you do, then change your rates until you dont.
choke is packet collision and packets arriving in the wrong order
loss is simply that, the packet never arrives..

Shippy,
Can this not be abused though? people can alter there rates to effect their performance relative to other players on the server, thus making them harder to hit etc?
This is what we need to establish. What's acceptable and what isn't?
How can we judge whether someone has altered their rates to improve their choke/loss, or to cheat?

yes it can be abused.. double edged sword..
anything less than 7500 30 20 and they are rate hacking or using a modem. If the ping is below 150, its the former of the two!
I change all rates on my server when people join. They either accept the change or they get disconnected.
I set minimums of 12000 40 40. Everyone on broadband can use those as a starting point. And anyone with a ping of over 150 gets kicked anyway on my server, so dont get any 56k'ers anymore!

tbh unless they habve a 56kbps modem (which they wont cos they will get kicked for uber ping) then their rates should all comply with a good broadband one...no cmd less than 30 tbh but rate should be around 10k or higher (tbh having lower rates kinda fucks up the game for the player as well so theres no excuse) however it is a bit weird cos some admins can change a users config entirely and have an eforcement on their server whereas any member joinging automatically gets their rates changed...just some useless info..i doubt annih knows what rates are...i had to investigate deeply to find out for myself...
